This tower is a scale model of a 1,500 ton coal wharf built in 1920 by the Norfolk and Western at its Williamson, West Virginia, engine terminal at a cost of $200,000+. It was built from photos and drawings.

You can see more pictures of this model and origional photographs of the tower at http://www.modelbuildingservices.com/willimsoncoal.html
